ADP implementation at 3.89% in July–September, lowest in 14 years

Despite increasing development allocations year after year, the ADP implementation rate has continued to decline over several years.

Implementation of the Annual Development Programme (ADP) reached just 3.89 percent in the first three months (July–September) of the current 2026–27 fiscal year, the lowest rate for the same period in 14 years.

The implementation rate for September alone was just 2.04 percent. Despite substantial allocations this year, the Bridges Division, Ministry of Chittagong Hill Tracts Affairs and Ministry of Foreign Affairs failed to spend any funds.

The figures were revealed in an updated report published by the Implementation Monitoring and Evaluation Division (IMED) under the Ministry of Planning on Sunday.

According to IMED, around BDT 3.08 trillion was allocated under the ADP for implementing 1,172 development projects in the current fiscal year. Although development allocations have increased year after year, the ADP implementation rate has continued to decline over several years. The latest rate is the lowest for the same period in 14 years.

In the July–September period of the 2025–26 fiscal year, the implementation rate was 5.09 percent. It stood at 4.75 percent in 2024–25, 7.50 percent in 2023–24 and 8.55 percent in 2022–23.

Three divisions and ministries failed to spend any funds during the period. Implementation rates, meanwhile, remained below one percent at the Ministry of Civil Aviation and Tourism (0.07 percent), the Office of the Comptroller and Auditor General (0.09 percent), the Posts and Telecommunications Division (0.46 percent) and the Financial Institutions Division (0.82 percent).

Even the Implementation Monitoring and Evaluation Division (IMED), which is responsible for publishing reports on implementation rates, recorded an implementation rate of just 0.59 percent.

The five ministries and divisions with the highest implementation rates were the Parliament Secretariat (22.86 percent), Anti-Corruption Commission (18.97 percent), Ministry of Primary and Mass Education (17.38 percent), Law and Justice Division (15.97 percent) and Ministry of Religious Affairs (14.80 percent).
